What happens at a restaurant if you don't tip or not enough?

you may get a bad reputation from the waitresses as "cheap". But it's not like they can spit in your food or anything, that only happens on movies lol. They'd get in trouble with the health inspector.

nothing will HAPPEN persay...they probably just won't be as nice or treat you as well. It's your choice how much you tip-there are just suggestions of giving more since waitresses don't make as much.
