what happend to my fish's eye!!!!!!!!?

today I looked at my beta fish and it seemed normal, but then it turned it's head and i realized that one eye was popping out twice as much as the other eye does anyone know what happend to my fish and how I can help it go away.
he/she's the only fish in the tank and i just cleaned his water two days ago what the heck is going one!
and I tested the water as soon as i saw it's eye like that and the water was perfect
If I need to buy any special stuff please tell me exactly what I need
I dont put dechlorinator in the water (whatever the heck that is) I use something that is especialy for beta fish
