What gives people the conciet to judge and is it the essence of power?

I often wonder how some people are so socially savvy. Like, I can't focus my attention on others, but they do it very cannily, assume the lead with people with pomposity and conciet, assume themselves as moral judges and arbiters. It's linked to the patrician thing but women do it to. It's too hang back and judge. Impress me, show me, earn MY respect. I will judge you and bestow things upon you, be they compliments, taunts whatever, you need to hear from me and my thoughts matter to you. It's creepy. Whether it is savvy they worked out or taught rigmarol I don't know. But even less obnoxious powerful people all have it to the same degree. Simon Cowell is an example. Treat yourself like a king, bestow thoughts upon people, make yourself an arbiter.
Yes people can choose whether they need approval. but you can't learn this ability ot lead, to judge. To have confidence to bestow upon people. Maybe it's just an upper class taught thing.
I don't do it that's the point. I can't.
 
A person can only do that to you if you want something from them, be it their approval, love, advancement etc So up to a point people can choose whether or not to be treated in this way.
