If you're starting up your own business, in theory you just need the motivation, drive and talent to run your own company. GCSE grades wouldn't matter too much if you aren't planning on being hired by anyone else.
A- C grade is acceptable, but you have to search the college or university teaching Photography course and find their entry requirements to the course.
