I would go with one group of shoaling fish, a group of about 5, fish being no larger than 1.5" such as Neon or Glolight Tetras or Harlquin Rasboras. A trio of Corydoras for the bottom and 1-2 small "centre piece" fish that are no larger than 2" such as Honey Gouramis. That's for a basic community anyway.

I agree with above because it creates a nice and well balanced community and instead of cory catfish you can also go with kuhli loaches. I would even it out and go with groups of 6 for the schooling fish and 4 for the cory cats - there is room.

There are also other unique ways to use the tank if you are willing to do some research first and set it up properly. Shell dweller cichlids are really cool and will work well, or you can do a breeding pair of dwarf cichlids like apistogramma, kribensis, or rams. With the apistos and rams you can keep some other small fish in the tank too like the schoolers mentioned above, but kribs can get too aggressive for this in such a small tank.
