They all are, working in collaboration.

ME's will design the physical components such that they have the required free motion, strength, and design life.

EE's will wire the components and design the subsystems that allow the system to respond to commands.

CE's will design the control system that gives the commands and allows the completed system to perform the desired function.

I had an interest in this at one time and found info by googling it. My understanding was it was a pretty evenly divided into the three areas you mentioned. I went to college and studied electrical engineering and we had several mechanical engineering courses. And also one course in computers/numerical analysis.
So, in a sense, it was what I had. I think the difference from what I had and what they are talking about today is that the new mechatronics will be more integrated.
For instance, I took physical electronics and I took mechanical dynamics but the two courses were taught isolated from each other. They might now be taught as one course(I'm kinda guessing) so that one mechatronic engineer could head up a project which previously required coordination of two or three separate disciplines.

So I think the real answer to your question is that mechatronics will in itself be a new field requiring a student to learn all three areas.

I love this idea and wished it had been around sooner. The EE vs ME groups and their silly arguments and game playing never accomplished much. Those two fields should not compete with each other but should blend and cooperate. I hope that gets accomplished. Hopefully it will lessen humans' love of forming and joining up in tribes...lol
