What factors are taken into consideration when awarding financial aid for

international students? Generally, are these factors raised higher for international students if they wish to request for some form of financial aid, since the tuition fees for international students are double (and almost triple in some universities)?

Currently, I am doing my first year of the International Baccalaureate in the United States. And since I am a under a non-immigrant non-working visa, I doubt I can eligible for the federal aid (correct me if I'm wrong on this?). Plus, I will be transferring to another location after the first term of the first year, and possibly another time at the start of the second year. I am trying to understand how scholarships or any other form of financial aid works with international students, especially those who are transferring multiple times that they are not eligible to acquire the financial aid from the government in the country they are residing in (I am not sure about private institutions that give out financial aid, though).
