What explains the glow on the edge of the atmosphere?

Shots of the Earth's atmosphere from space seem to always have a blue-white glow along the horizon, such as in this picture: http://www.adventures.com.sg/wp-content/uploads/2008/01/earth-atmosphere.jpg
What causes this? Maybe light interacting with water vapor?
 
Its probably light bending around the curvature of the earth, or as you said, the atmosphere.
 
The Earth refracts some of the light coming from the sun...it is infact water vapor and a number of other elements....its the upper atmosphere..
