What exactly would someone be looking for when judging a piece of art?

Last year I entered a competition for an art scholarship for summer art classes. I didn't get it, nor did I expect to, but art is something I'm considering majoring in and I'm trying to get used to having people I don't know viewing and judging my art. I don't really hide the fact that I'm an artist, I'm just now showy about it and sometimes not even comfortable with others viewing it, because obviously it gets personal.
But this year I really, really want that scholarship, because I need art lessons outside of school but can't afford them. What should I keep in mind? What should I avoid? What kind of art would be more impressive, what objects, techniques, etc.? I want to know them all...it's not for a few months but I need to practice.
