Surely it was written that God would form a new covenant with men:
"Incline your ear and come to Me. Listen, that you may live; And I will make an everlasting covenant with you, According to the faithful mercies shown to David. Behold, I have made him a witness to the peoples, a leader and commander for the peoples. (Isaiah 55:3-4)
Behold, days are coming," declares the LORD, "when I will make a new covenant with the house of Israel and with the house of Judah,...But this is the covenant which I will make with the house of Israel after those days," declares the LORD, "I will put My law within them, and on their heart I will write it; and I will be their God, and they shall be My people. (Jeremiah 31:31)
It was also written that the messiah would bring it to men:
"The Lord is both the Divine Majesty, and the Angel of the Covenant, for the sentence is doubled." Aben Ezra.
"'The lord' is the King Messiah; He is also the Angel of the Covenant."
