what exactly does the age of consent law state?

I'm writing a paper, and included is my opinion on abortion. One of the issues is the transportation of minors to get abortions, which I'm opposing in my essay. For one of my supporting details, I wanted to bring up the age of consent, but I was a bit confused with this. Does the age of consent state that its illigal for someone under the age of consent to have sex with someone over the age, or illigal to have sex at all?
 
The "age of consent" is the age which a state establishes that one is able to consent to have sexual intercourse or sexual contact. This age can be as low as 14 years to 18 years in the USA.

There are also "close in age exceptions" too, which effectively change this age of consent. For example in FL it is legal for someone under 24 to have sex with a 16 year old, but someone over 24 can't have sex with someone under 18.

And yes, it can also be be illegal for someone under the age of consent to have sex with anybody. An example I'm aware of is in NY where the age of consent is 17. So if two 16 year olds that have consensual sex with each other, they are effectively guilty of "sexual misconduct" which is a misdemeanor.

If you are OLDER than a state's age of consent, then you can have sex with anyone else who is also older than that state's age of consent, without restrictions. Some states have "close-in-age" exceptions, meaning that someone under the age of consent can have sex with someone older/younger if the age difference between the two participants is not too great.
