What exactly does a DVD Player & 4 Head VCR with Line-in recording do?

I just bought a Magnavox DV220MW9 DVD Player & 4 Head VCR with Line-in recording. It says on the box:"cable/satellite set top box" + "4 head VCR" = "VHS tape." I have no idea what this means. I do not own a set top box or have cable or satellite tv. Can someone please tell me if I would be able to tape shows on TV onto blank VHS tapes with this device, like I would with a regular old VCR? ..........also, if not, how would I go about recording tv onto vhs tapes?<< I don't understand anything about set top boxes or how they work. Thank you.
