What exactally is bluetooth?

Okay, so I recently got a new phone (LG env3) with verison, and there is an option to turn bluetooth on or off. I know bluetooth is for headsets and what not, but what else can I do with it? And, if I turn it on does it cost money? So, what exactally can I do with it, cause one of my friends was talking about sharing ringtones through it?
 
You can download ringtones and other media stuff using bluetooth (it's a digital radio connection) from either a phone or a PC that is bluetooth enabled.
