What else should I use for outdoor portrait/fashion?

You have the basics. But like any basics you can only get the "basic" portrait types.

You can still afford a portable external flash like Vivitar 283 and 285 for dramatic outdoor flash. You can even OVER POWER the ambient light and create very DARK GLOOMY (close down the aperture) clouds while the subject can be side lit (using the flash).

If you want "different" kind of picture you have to do what others are not doing (equipment, technique, etc.). :-)

The tripod can EXPAND new types of creativity (try nuetral density and really slow shutter to introduce movement to outdoor portraits).

Ok, well I currently have a canon 400d and a silver reflector.
What else should I use when doing outdoor portraits/fashion?

I cant really afford lighting equipment or a lens (I'm still a school student!)

Would my tripod make a difference?
 
Procurement of equipment should be based on the type of shot you are needing to get. From your question, I can infer that you need more knowledge of photographic principles and lighting before purchase of additional gear is warranted.

Once you know what you are doing, you will know what gear you need and this question becomes moot.
