What early civilizations did not domesticate horses?

I'm doing a research report for a school project on an early civilization that domesticated horses and one that didn't. Any help?

Native Americans didn't domesticate horses, until the Spanish brought them to the continent.

it depends on land where that civilization founded.if that civilization founded in a vast area they need mobilisation more than a sea faring civilization.Turanian people domesticate horse and civilizations in Mesopotamia learned it from them. but Mesopotamians were better agriculturers than Turanians becouse of geograpy and their need.

Earliest domesticated:Iranians,Turks,Mongols later Akkads(first in near east)
Not domesticated:Native Americans,Africans,Aborigins and Polynesians
