What does "You may use HTML tags for style" before a COMMENTS box mean?

When adding a comment to a posted website article, there is a COMMENTS box to enter one's comment. Sometimes there is the entry above comment box, "You may use HTML tags for style." What does that mean?
 
It mean you can probably some of these tags to make your comment look different:
<strong></strong> <em></em> <a href=""></a> <blockquote></blockquote> etc.

You can make it look fancier or add pictures and stuff by using hypertext markup language (HTML)
