What does this verse mean?

It basically means that you should fear God when/after committing a major sin, or to those who do not accept Christianity. It means that you will be punished for anything that greatly goes against the religion or God himself.
However, it usually only applies to MAJOR sins, as others can be forgiven.
And you should fear God when you are deeply sorry for something you know was wrong, as you know you may be punished greatly.
 
"The Lord, him are you to regard as holy, let him be your fear and let him be your dread."

The bible also says that the fearful are cast into the lake of fire...

Therefore the fear of God has to be different from the fear of man doesn't it? And also what does it mean to fear God?

Does it mean not giving up on your circumstances no matter how bad they may be? IF so then even atheists fear God because they don't commit suicide when they have cancer or disease. (less than 2% of terminally ill people attempt to commit suicide)

Does it mean refusing to sin or be arrogant?

How do you feel when you fear God and dread him?
