What does this section of USC's business school catalog mean?

I intend to transfer to USC as a business major, and this is an excerpt from the BUSINESS articulation section of their catalog, so I'm a bit confused:

"Business and Accounting Majors: Business and accounting majors will not receive units toward the the major for business or accounting transfer courses unless the USC academic department makes an exception. All transfer students seeking admission must complete the articulated prerequisite courses for admission consideration." What does this mean? Does that mean that any classes taken at a CC that are major requirements (like business law, for example) will not transfer? Thanks for any help!
