What does this say about the landlord/building and the superintendent?

I have been living in this apartment building for nearly 2 years. I was impressed when I first decided to rent the unit, which was beautiful. The neighborhood is decent and stores are nearby. Anyway, my satisfaction has declined over time. In the almost 2 years I've lived here, we've been through 3 superintendents. The latest one has been around for a few months. First, I rarely see him. Also, every time I have a problem, he finds excuses not to help me. I don't call on them too much (only in emergency or 1 x every 6 months or so).
EX: paint is peeling on tub, he says there is nothing he can do about it. I need to buy some spray paint. Another time, the management office promised to send someone to inspect and patch up possible holes in the apt. He got upset at me and said that he is going to be wasting his time because I didn't know where the holes could be upfront.

I had a leak in the ceiling, he never showed. He said I had to ask the people above me if they have a leak. Isn't that what the office is supposed to do?

Another time, he claimed someone didn't like me and put a large reptile under my door because he didn't want to investigate the source of how this creature got in.

I am quiet and pay my rent on time every month. I feel so disgusted with the things I've experienced here. There's more, too. I don't think I should have to handle all these crazy issues. I don't even have the know-how to fix things. Would you move if you were me? Is my landlord responsible for these issues?
He even speaks to me unprofessionally and uses all kinds of profanities in conversation about these issues.
What the hell does changing a light bulb have to do with a leak and peeling paint, nonworking refrigerator and more? Give me a break.
