What does this mean?

I'm looking to buy the Palm Centro and I'm picking out my plan and got stumped.

There's an option for "Data Connect" that says either PDA personal or PDA personal add-on with CV with tethering. The one with tethering has 5GB personal email mobile browsing.

Does this mean the one with tethering I can access email and the web and PDA personal I won't be able to?

I want to understand this before I get into any contract.
