What does this joke mean?

my friend that's a boy and 2 years older then me told me this joke and it is: what's long and hard on a black man? answer: third grade I don't get it so could I explain it 2 me and sry if it's racist:/ or mean in any way I just wanna no what it means. thx:)
 
hahaha... it is mean and rascist (but still kinda funny lol). It's implying that black men are stupid (so third grade was difficult (hard) and repeated more than once (long). Its funny because of the expected response to whats "long and hard" which if you don't know im not gonna be the one to tell you ;)
 
it's a racist joke. it refers to the fact that black men generally have larger penises the white men. it also implies that your friend thinks that black men are stupid, and so would be stuck in 3rd grade.
