What does this court sentence term mean?

What does it mean when a judge says "__ years to life", for example "15 years to life".

How long does that person serve, 15 years or a life sentence, or something completely different?
 
It means the min is 15 years and there is a period with x amount years, the person can be in prison. Then parole, but for natural life. The life part means the person is a ward of the state for ever, but they cannot stay in prison for that sentence for life.
