What does the law say you should do if you witness a crime like this?

A man is running towards you and someone else yells "Stop him!" What does the law say to do here?
 
What is the crime? thankfully it is not a crime to be running. Just because some one is yelling "stop him" does not give you reason to in any way put your hands on the runner. This is one of those occasions when you turn the other way until you know the true facts, then chase after him.
