what does prop 15 allow in the CA ballot for june 2010?

prop 15 would give candidates the option to give candidates money for campaigning if they agree to a limit on their spending. they also have to have public support and all candidates get the same amount.
what is the amount and how does it compare to what they spend now? would it favor certain parties?
