I think it means the last time that certain account was checked by some user but i'm not sure 100%,some coder can explain what it really means.

Like if you usually seed @ 100 Kb/s and suddenly you had 20 GB upload in 10 minutes.. that's gotta be interesting!

One of the things the scripts do is checking for promotions, maybe there are other scripts check for other stuff, I don't know

Maybe, but if what Silverleaf said is true, remember you've also claimed seeing "Last update: 8 minutes ago" on the profiles of BitMe disabled users. It makes no sense to check if accounts that will never be used again can be promoted :lol:
