The vision requirement is changing some. Actually, they will take you for training after the surgery, but only if THEY do it and if it is successful. Do NOT try to go get your own surgery done to get qualified, they can tell that you got surgery, and you will be automatically disqualified. Currently, they are offering some otherwise pilot qualified individuals the surgery to correct their vision and get them into training, but that can always change with policy and the changing needs of the Service.
Other general requirements that you need to know, first of all is that you need to get a commission in the service of your choice (I prefer Air Force). There are Warrent Officer pilots in the Army, so that is a possibility if you don't have a four year degree and don't want to get one. Once you are an officer, pilot training is generally a competitive thing that you will have to work hard to earn a slot in. If you do get a slot, then you will have to track to Fighters in SUPT and then graduate near the top of your class to get your choice of airframes (has to be open fighters for your class too...)
Test Pilot comes later on after you have proven yourself to be a competent and skillful pilot...
