What does it mean when the psu is flashing and the fans try to run?

This is definitely a PSU problem. The scary part is, sometimes, when a PSU goes out on you, it takes the motherboard with it. Happened to my mom's computer, and the EXACT same thing you were describing happened. Had to replace both the PSU and mobo. :(
 
I tried to turn on my comp but it doesn't turn on... the PSU led's flash and the fans on the psu and the cpu heatsink keep trying to spin.

This is more than likely a psu problem and not a motherboard or cpu problem, right? Cause im sooo scared that I fried my mobo or something. There's a warranty on the psu though so no biggie if that's out
