What does it mean when Brake lights on a 2000 ford escort Zx2 stay on all the time.

after replacing the switch? I have a 2000 Ford Escort and the brake lights are constintly on all the time. The only way I can get them off is by pulling the fuse. I have already replace the brake lights and the the break switch.
what is the problem
