What does it mean when an amp is rated 400x2 RMS @ 2 ohms?

Does that mean that the amp gives me 400 watts RMS @ 2 ohms per channel to get a total load of 4 ohms or does it mean it gives me 200 watts RMS @ 1 ohm per channel to get a total load of 2 ohms?
 
it means when a subwoofer is wired for a 2 OHM load the amplifier will put out 400 watts RMS per channel
the subwooofer wiring designates how an amplifier plays an amplifier just gives power.
it would also mean it should be about 800 watts RMS per channel at 1 OHM and 200 watts RMS per channel at 4 OHMS
