What does it mean when a cop flashes at you but doesn't follow?

Is it a trap to see if you swerve off course or is it just a reminder to slow down? There was some patchy fog in the area and I was going maybe a max of 59 on a 55.

He was telling you to slow down. I had a cop wave his radar gun at me a couple months ago. I slowed down. Quickly.

They try to get your attention to something wrong and for you to check your speed, headlights, brightlights, turn signals etc....just a way to let you know something is amiss. ,,,,or, they are looking for a car similier to yours and just want to check the color or identifing marks. ....or they want you to bring them a donut.
