What does it mean to be granted provisional admission to a university?

I'm looking at grad school admission requirements and they have requirements for regular admission and different ones for provisional admission. What does it mean to be provisionally admitted?

Provisional admission is usually offered to people who the school thinks has the potential to do well in the program, but who don't have all the required pre-requisites in order to actually enter the program. So perhaps they're missing some courses or experiences that are required to enter the program.

You'd be allowed to enter provisionally. So long as you complete certain courses, and do well in them, you'll be allowed to enter the program fully.
