what does it mean if my fish is resting a lot?

My Black Moore goldfish is always hiding from me and is resting a lot at the bottom. I think he might have Ich. (i think that's what it's called anyway) if anyone can tell me what is wrong with my fish please do answer this question and i would be very grateful!
he is in a 8 litre tank with no filter. I have not tested the water.
 
What size tank?
Do you have a filter?
Have you tested the water?
Do you perform weekly water changes of about 25%?

Test your water- odds are ammonia is high.
 
what size tank is he in? also are there any other fish in the same tank?
if he does have ick then something caused him to get stressed and his immune system went down.
this could be many things, poor water quality, bullying from other tank mates, or not a big enough tank.also have treated the tap water with conditioner?

your best bet is to get the water tested and check all the readings. from that you can determine if it is due to water quality, if the water is fine then their could be many other reasons.

if everything is ok he could just be really lazy? and also black moors do tend to like the bottom of the tank due to poor eyesight.

it means that the last few days it has bin very active and now it is exhausted now but that is only one reason
