A mother cat can reject a kitten for many reasons. Is she letting the kitten nurse, or has she completely abandoned it?
If the kitten isn't being feed someone needs to get kitten formula and a kitten bottle to feed it. They also need to have a warm, moist cotton ball to wipe it's bottom after feeding so it will go to the bathroom (something it's mother would normally do).
 
...doesnt pay it any attetion? So my next door neighbors Cat just had two kittens she is looking after n grooming one of them then the other is just wondering around crying and the mother cat isn't doing anything what do i do
 
First, get kitten formula (KMR) and a kitten bottle and adopt the kitten because he may be a runt or the mother may not want her for some other reason. Feed the kitten (im not sure how often but we can easily find out) make sure you wipe her bottom after she drinks to stimulate her to pee. Do this until she can pee/poo by herself. Make sure she has a nice bed or just even a box will do covered in towels/ blankets to keep her warm and comfortable. You may also want to put a clock in the bed under the towels/blankets because she will feel like she is with her mom ( it sounds like the moms heartbeat to the baby) when she gets old enough give regular food and litter train her. It might be the runt. In nature it means that it wont survive. I would call animal control. Dont touch it. It may get your scent and the mother will reject it even more, Hey you could adopt it.
