What does "Are you offering?" mean in this case?

What does "Are you offering?" mean in this case?
This is a little conversation in a TV drama;

A: Make it a lot easier on you if he was dead, wouldn't it?
B: Are you offering?

Which does B mean?
"Are you offering me to kill him?"
Or
"Are you offering to kill him for me?"

Please help me!! Thanks...
