what does an "unlocked cellphone" mean?

ive seen phones on ebay that have been "unlocked", what does this mean? is it something that i can get and use any cell provider i want?

also if a phone is sold in a store and it doesnt say i can use pay as you go with it, if i get it unlocked, will i be able to use pay as you go?
