What does 11:11 mean? Other weird stuff?

Hi all since I was little have seen 11:11 everywhere, number plates, computer time, digital clock, phone. I also notice many cars with one brake light out. About 1 in 5 cars.. I know whenever I get a brake-light out i change it asap. I have noticed that sometimes when im angry or excited street lights go out when i drive past them... Weird.

I also see 10:11 heaps more in the last year or 11:10 , 2:22 and 11:1
