It;s definitely not true. We say "hi" every single day and if we don;t we can start a big argument. Saying "hello" is very important for us. It's respect. When we enter a store, when we see our parents, when we see an old friend we barely know, we say "hi".
That yelling thing can be common in the countryside but if you visit the country you'll never be shouted at on the streets just because someone felt doing so.
