What do you use to make a flashing image?!HELPPP. !?

What [free] program can i download so that i can make a flashing image out of a bunch of pictures combined?! I dont mean flashing in different colors,
i mean one picture, then a different one, then another, and so on...
? Program??? And how do you do it?
 
there is a way to get photoshop for free. if you do get it, search youtube for tutorials on making a gif image. im shure there is some other was. look it up on google
