What do you think of other cultures using "Negro" or "Nigga?"?

I am on a predominately African American site, and a Caucasian woman wrote a poem using "Knee Grow" meaning "Negro" referring to a black man who wanted to sleep with her. She even implied that by doing so would be like reparations. Is it wrong for blacks to be offended?
