Should it have a lot of emotion, like "Stairway to Heaven" or "Comfortably Numb"? Or should it be all about technique and tricks, like "Eruption"? Or would you call that wankery? Is the length of the solo important in making a solo like really great, or can short solos (less than a minute) be as memorable too? Does a solo have to be long and repetitive like "Comfortably Numb" or "Freebird" to be considered a great? Why would a solo like "Freebird" be considered so good, but emotional ones like "The Fly" from U2 or "Estranged" from GNR not be considered as good?
