What do you think about this gym employee's behavior?

So a while ago I went to the gym, went in the locker room to change, and I noticed this guy walk in, and he was an employee since he had the shirt on. While I'm dressing I notice he's walking up and down the aisle and looking at everyone, including me, like some kind of drill sergeant. Then he left. I didn't think much of it until after an incident with him about an hour later.

So an hour later, I got done doing cardio and went to do some leg lifts on a machine in the weight room, and I notice he was in the weight room talking to someone. So as I'm working out, he comes up to me, grabs my shorts, and told me to go change because he said I was wearing "underwear".

I was wearing white shorts with a red t-shirt. The shorts weren't underwear. I bought them in the sporting goods section of a store in the "shorts" section. I just told him "okay" but I never went to change, I just went to a different machine. Later I went to the front desk and asked for a copy of the rules and I looked at the dress code. It said nothing about white shorts or what kind of shorts you can wear - only rules were that you can't be in the gym topless and you must have shoes on.

He was around in his 50's, and I think he was Armenian or something since I heard his accent...

But I see him all the time and I avoid him. I've worn black shorts of the exact same style made by the same company around him, and he didn't say anything. I have worn the same white shorts again, just hasn't been around him.

Does he have a micro-managing problem? What would you have done in this situation?

I was also a bit offended that he touched me and tugged on my shorts while lecturing me.
Marc: Thanks but I don't think it's that drastic. People say Americans are too sue-happy.
