Once you join the military, most of your personal choices are curtailed or dictated.
Smoking causes health problems, period.
The military is relying on each soldier to maintain themselves in perfect fighting condition. The government is also taking care of all your medical issues. Based on this, the Military could have the right to require you not engage in health damaging recreational drug use such as smoking.
