What do you do at a reception with no dancing?

I am getting married in August and have no idea what you do at a reception where there is no dancing. The wedding was planned for 2 but could be changed as the invites are not finalized yet. Is a potluck reception taboo? I don't want to have a 20 minute reception but what do I do! I live in an area with one hall big enough for more than probably 50 that would allow dancing. But they don't have the correct phone number in the phone book so I haven't been able to get a hold of them. What do I do? I want this to be a fun party but also don't have a lot of money as I am paying for it independently with fiance.

Yes, potlucks are rude for a wedding since guests should never be expected to provide their own food and drinks. If you can't afford a full meal, even from a local restaurant that offers catering and is much cheaper than any wedding caterer, then move the reception to a non-meal time and serve cake and punch. 2pm is not a meal-time.

Usually what happens is family and guests start to mingle and take lots of pictures.

There are speeches and some people want to sing personal songs to the bride and groom.
