The German officers had several uniforms.
Those pants are just known as: "Allgeimeine-SS" German officer's black wool trousers (or simply "WW2 German officer trousers").
They were not called "jodhpurs" (at least not by the Germans officers), although the style might look similar. "Jodhpurs" are mostly horse riding pants, and the name is Indian not German; and I'm sure racist SS officers were not going to use an Indian name for their uniforms.
