...ends against the wind? You know how, if you buy a trench-coat or a duster, it will often time have a strap of fabric encircling the end of the sleeve by the wrist, along with a buckle or button that way you can cinch the strap tight against your wrist to keep the wind and rain out?

What's the name for that fabric strip, if it has one?
