What do the twitching pokeballs during a battle represent in Pokemon Heart Gold?

In Pokemon Heart Gold (and Soul Silver, I assume), when you get into a battle, any battle, and you have more than one pokemon, the roster on the touch screen shows your available team's pokeballs. What I want to know is: what does it mean when they shake? (Twitch, shake, you know what I mean)
