What do males prefer? Help resolve this intresting debate between two girlfriends.?

My girlfriend and I were trying to figure out what would be more intresting to a male: looking at small breasts that were somewhat exposed in a low cut top, skin exposed to the eyes, or bigger breasts but covered in a neck high top. Which scenerio would catch more eye attention from the men? She insists it is the exposed skin that men prefer, even if the breasts are small, I say make them bigger, and even if they are covered to the neck, but in your face, they will get more attention.
So, which one is it boys?
Just so you know, this is a fun question not meant to "stereotype" anyone and we are also not going to fight over the results, we are simply just curious, so please help us out, lol!
