what do i need to care for a siamese fighting fish? 10pts?

i know they cannot go with other fish, but would i need a heater and a filter?. and what size tank would i need for one ? i am really confused on that matter because i see the fish in cup size bowls and isn't that a bit cruel?
i would ask my local pet shop about this but they don't really know anything about fish, they only know things about small mammals.
