What do I have to do to my bike?

I'm thinking of riding my bike to my college. I haven't ridden it in years, and it's just been laying around in my basement. It's all dusty and, I don't know what to do with the chain. Just inflated the tires and stuff. The environment that I will be riding in is wet and basically terrible. Do you guys have any pointers? Sorry, I kind of don't know about bikes if you haven't already noticed. Thanks a lot guys.
