what do i do? who do i complain too? my neighbors back garden is....?

a big mess!
he has a broken bed and mattress which has been laying there for over 2years (i seen a rat on top of it last night)
he has old bikes, bags of rubbish, an old bin, some kind of old smashed up wardrobe... and a crap load more!
my house is owned, his house is owned, who do i complain too about this rubbish?
